IPA II

IPA II

Given that the IPA program period (2007-2013) has expired, the Commission has prepared a new pre-accession instrument IPA II for the financial period 2014-2020. Instead of the previous division of the instrument into components, the new one will be divided according to priority policy areas. The policy areas of IPA II, according to the new Regulation, are divided as follows:

  1. Transition process towards membership and capacity building (former IPA Component I - Transition assistance and institution building)

  2. Regional development (former IPA Component III - Regional development)

  3. Employment, social policies and human resources development (former IPA Component IV - Human capacity development)

  4. Agriculture and rural development (former IPA Component V - Agricultural and rural development)

  5. Regional and territorial cooperation (former IPA Component II - Cross-border cooperation)

The new proposal for IPA II particularly emphasizes the importance of a strategic approach, in this regard, strategic documents will have to be prepared for each priority area. Progress in achieving individual strategic objectives will be assessed through indicators and, depending on the progress made, reallocation of financial support will be made between the programs as well as between the beneficiary countries. The implementation mechanism for IPA II and for the new period remains unchanged.
